USI as an\u00a0<\/span>Institution<\/span>: Governance, Finance, Leadership, and Institutional Independence<\/span><\/h3>\n
An idea breathes its fullest life when it continues to thrive long after its creator has first given it voice.<\/span><\/div>\n
United States of India (USI) is not destined to be a mere website, a passing campaign, a media project, or a founder\u2019s personal spotlight.<\/span><\/div>\n
It is intended to become an independent, democratic, and sustainable public-interest institution.<\/span><\/div>\n
Such a bold vision arrives hand in hand with a daunting challenge.<\/span><\/div>\n
How can an organization devoted to decentralization avoid becoming centralized?<\/span><\/div>\n
How can an organization committed to challenging concentrations of power prevent power from accumulating within itself?<\/span><\/div>\n
How can a citizen-media network remain independent when it needs money, technology, legal Support, and organizational leadership?<\/span><\/div>\n
How can an institution survive the departure of its founder?<\/span><\/div>\n
These questions are not secondary to USI.<\/span><\/div>\n
They are stitched into the very fabric of this endeavor.<\/span><\/div>\n

From an individual\u2019s vision to a public institution<\/span><\/h2>\n
Writer and independent researcher Yang Burzhome initiated USI.<\/span><\/div>\n
Every institution\u2019s journey begins with the founder\u2019s guiding hand.<\/span><\/div>\n
Someone has to articulate the idea, build the initial infrastructure, recruit people, establish standards, and take responsibility for turning an abstract concept into an operational project.<\/span><\/div>\n
But a democratic institution cannot remain permanently dependent upon its founder.<\/span><\/div>\n
USI\u2019s founding principle is therefore:<\/span><\/div>\n
Build an institution that does not depend upon its founder.<\/span><\/div>\n
The founder\u2019s role is transitional and organizational.<\/span><\/div>\n
The objective is to create systems, people, and institutions capable of collectively continuing the mission.<\/span><\/div>\n
True success will be marked not by the founder\u2019s necessity, but by the day the founder\u2019s presence is no longer required.<\/span><\/div>\n

A non-profit public-interest institution<\/span><\/h2>\n
USI\u2019s long-term institutional model is a non-profit organization dedicated to public-interest communication, citizen journalism, democratic participation and knowledge production.<\/span><\/div>\n
Its purpose is not the private enrichment of an owner.<\/span><\/div>\n
The institution\u2019s core assets must forever serve the public mission.<\/span><\/div>\n
This does not mean that USI cannot generate revenue.<\/span><\/div>\n
No organization can sustain itself without resources.<\/span><\/div>\n
It may need to pay:<\/span><\/div>\n
    \n
  • trainers;<\/span><\/li>\n
  • editors;<\/span><\/li>\n
  • technical staff;<\/span><\/li>\n
  • journalists;<\/span><\/li>\n
  • translators;<\/span><\/li>\n
  • administrators;<\/span><\/li>\n
  • legal professionals;<\/span><\/li>\n
  • security specialists;<\/span><\/li>\n
  • designers;<\/span><\/li>\n
  • researchers;<\/span><\/li>\n
  • and other workers.<\/span><\/li>\n<\/ul>\n
    The real question is not the presence of money.<\/span><\/div>\n
    The question is who controls the money, where it comes from, how it is used, and whether financial dependence compromises editorial independence.<\/span><\/div>\n

    Financial independence is part of editorial independence.<\/span><\/h2>\n
    The government can pressure a media organization that depends entirely on it.<\/span><\/div>\n
    An organization dependent upon a corporation may face pressure from corporate interests.<\/span><\/div>\n
    An organization dependent upon political parties can become politically subordinate.<\/span><\/div>\n
    An organization dependent on a single wealthy individual can become an extension of that individual\u2019s preferences.<\/span><\/div>\n
    USI must therefore construct a financial foundation supported by many pillars.<\/span><\/div>\n
    Possible sources of institutional revenue may include:<\/span><\/div>\n
      \n
    • individual donations;<\/span><\/li>\n
    • memberships;<\/span><\/li>\n
    • philanthropic grants;<\/span><\/li>\n
    • institutional partnerships;<\/span><\/li>\n
    • educational programs;<\/span><\/li>\n
    • training fees where appropriate;<\/span><\/li>\n
    • research and documentation projects;<\/span><\/li>\n
    • publication-related revenue;<\/span><\/li>\n
    • ethical sponsorships;<\/span><\/li>\n
    • and other legally compliant public-interest sources.<\/span><\/li>\n<\/ul>\n
      No single source of funding should ever hold enough sway to buy editorial influence.<\/span><\/div>\n

      Financial transparency<\/span><\/h2>\n
      Winning public trust requires more than declarations of independence.<\/span><\/div>\n
      USI should publish meaningful financial information.<\/span><\/div>\n
      As the organization develops, it should aim to disclose:<\/span><\/div>\n
        \n
      • major sources of funding;<\/span><\/li>\n
      • broad categories of expenditure;<\/span><\/li>\n
      • grants and institutional partnerships;<\/span><\/li>\n
      • conflicts of interest;<\/span><\/li>\n
      • related-party transactions;<\/span><\/li>\n
      • executive compensation where applicable;<\/span><\/li>\n
      • and significant financial relationships that could affect public confidence.<\/span><\/li>\n<\/ul>\n
        Transparency is not a matter of piling on bureaucracy.<\/span><\/div>\n
        It is to answer a simple public question:<\/span><\/div>\n
        Who pays for this work?<\/span><\/div>\n
        Citizens have a right to know.<\/span><\/div>\n

        Editorial independence from donors<\/span><\/h2>\n
        Financial supporters should not determine editorial conclusions.<\/span><\/div>\n
        A donor may support USI because they believe in citizen journalism.<\/span><\/div>\n
        A foundation may support multilingual documentation.<\/span><\/div>\n
        An individual may support environmental reporting.<\/span><\/div>\n
        A philanthropic institution may support training.<\/span><\/div>\n
        But financial support should not purchase:<\/span><\/div>\n
          \n
        • favorable coverage;<\/span><\/li>\n
        • suppression of criticism;<\/span><\/li>\n
        • editorial approval;<\/span><\/li>\n
        • control over Fellows;<\/span><\/li>\n
        • influence over investigations;<\/span><\/li>\n
        • or the right to determine conclusions.<\/span><\/li>\n<\/ul>\n
          USI should therefore establish a written funding and editorial-independence policy before significant institutional fundraising begins.<\/span><\/div>\n

          Women-led governance<\/span><\/h2>\n
          USI\u2019s long-term institutional vision is a women-led and women-owned Indian non-profit organization.<\/span><\/div>\n
          This is intended as an institutional principle rather than symbolic representation.<\/span><\/div>\n
          Women should have meaningful authority over:<\/span><\/div>\n
            \n
          • governance;<\/span><\/li>\n
          • editorial policy;<\/span><\/li>\n
          • organizational strategy;<\/span><\/li>\n
          • finance;<\/span><\/li>\n
          • fellowship administration;<\/span><\/li>\n
          • institutional development;<\/span><\/li>\n
          • and leadership succession.<\/span><\/li>\n<\/ul>\n
            The aim is to create an enduring institution where women do not merely participate, but lead as decision-makers.<\/span><\/div>\n
            The organization should explain publicly how this principle will operate in its governing documents.<\/span><\/div>\n
            A principle becomes meaningful when it is translated into:<\/span><\/div>\n
            rules + representation + authority + accountability.<\/span><\/div>\n

            Distributed leadership<\/span><\/h2>\n
            USI does not envision a permanent command structure centered on one individual.<\/span><\/div>\n
            The organization should gradually develop several layers of leadership:<\/span><\/div>\n
            Institutional governance<\/span><\/div>\n
            Responsible for legal, financial and strategic accountability.<\/span><\/div>\n
            Editorial leadership<\/span><\/div>\n
            Responsible for journalism standards, publication and editorial independence.<\/span><\/div>\n
            Fellowship leadership<\/span><\/div>\n
            Responsible for recruitment, training, assessment and mentorship.<\/span><\/div>\n
            Regional leadership<\/span><\/div>\n
            Responsible for supporting local chapters and Fellows.<\/span><\/div>\n
            Community-level leadership<\/span><\/div>\n
            Responsible for local communication networks and community relationships.<\/span><\/div>\n
            Sharing leadership is not about abandoning coordination.<\/span><\/div>\n
            It is about making sure that coordination never slips into domination.<\/span><\/div>\n

            Leadership succession<\/span><\/h2>\n
            Institutional continuity must be designed before it is needed.<\/span><\/div>\n
            If a chief organizer becomes unavailable due to resignation, illness, arrest, displacement, death, or another circumstance, the organization should not collapse.<\/span><\/div>\n
            Succession should therefore be built into the institution.<\/span><\/div>\n
            Every critical organizational function should have:<\/span><\/div>\n
              \n
            • documented procedures;<\/span><\/li>\n
            • trained successors;<\/span><\/li>\n
            • accessible records;<\/span><\/li>\n
            • shared institutional knowledge;<\/span><\/li>\n
            • secure credentials;<\/span><\/li>\n
            • financial controls;<\/span><\/li>\n
            • and continuity plans.<\/span><\/li>\n<\/ul>\n
              The principle is straightforward:<\/span><\/div>\n
              The mission must endure beyond any single individual.<\/span><\/div>\n

              Decentralization<\/span><\/h2>\n
              USI envisions a decentralized institutional structure.<\/span><\/div>\n
              Picture it as mycelium: a living network of countless interconnected nodes, never anchored to a single visible center.<\/span><\/div>\n
              The network might eventually connect:<\/span><\/div>\n
              National institution \u2192 state networks \u2192 district networks \u2192 local communities.<\/span><\/div>\n
              A local chapter should possess sufficient autonomy to respond to local realities.<\/span><\/div>\n
              At the same time, decentralization does not mean that every part of USI operates under completely different standards.<\/span><\/div>\n
              There must be common rules concerning:<\/span><\/div>\n
                \n
              • journalism;<\/span><\/li>\n
              • verification;<\/span><\/li>\n
              • safeguarding;<\/span><\/li>\n
              • finances;<\/span><\/li>\n
              • conflicts of interest;<\/span><\/li>\n
              • data protection;<\/span><\/li>\n
              • digital security;<\/span><\/li>\n
              • use of the USI identity;<\/span><\/li>\n
              • and accountability.<\/span><\/li>\n<\/ul>\n
                The model is therefore:<\/span><\/div>\n
                Distributed authority + common standards.<\/span><\/div>\n

                Accountability within the organization<\/span><\/h2>\n
                An organization that challenges the powerful must also be prepared to shine that same light inward.<\/span><\/div>\n
                USI should establish mechanisms through which Fellows, staff, sources and members of the public can raise concerns.<\/span><\/div>\n
                These mechanisms may eventually include:<\/span><\/div>\n
                  \n
                • an editorial complaints process;<\/span><\/li>\n
                • correction requests;<\/span><\/li>\n
                • conflict-of-interest disclosure;<\/span><\/li>\n
                • financial complaints;<\/span><\/li>\n
                • safeguarding complaints;<\/span><\/li>\n
                • Fellow disciplinary procedures;<\/span><\/li>\n
                • independent review mechanisms;<\/span><\/li>\n
                • and an appeals process.<\/span><\/li>\n<\/ul>\n
                  The organization should distinguish between:<\/span><\/div>\n
                  good-faith error<\/span><\/div>\n
                  and<\/span><\/div>\n
                  deliberate misconduct.<\/span><\/div>\n
                  An honest mistake should normally trigger correction and learning.<\/span><\/div>\n
                  Deliberate fabrication, harassment, manipulation of evidence, or serious ethical misconduct should trigger stronger action.<\/span><\/div>\n

                  The founder\u2019s relationship with the institution<\/span><\/h2>\n
                  The founder should not be beyond institutional accountability.<\/span><\/div>\n
                  If USI is to become a democratic institution, the same principles that apply to everyone else must apply to its founder.<\/span><\/div>\n
                  The founder may have a special historical role.<\/span><\/div>\n
                  That does not create permanent editorial authority.<\/span><\/div>\n
                  The founder may express personal political opinions.<\/span><\/div>\n
                  That does not make those opinions automatically the institutional position of USI.<\/span><\/div>\n
                  The founder may write commentary.<\/span><\/div>\n
                  That does not make commentary journalism.<\/span><\/div>\n
                  The distinction between:<\/span><\/div>\n
                  founder<\/span><\/div>\n
                  editor<\/span><\/div>\n
                  journalist<\/span><\/div>\n
                  organizer<\/span><\/div>\n
                  board member<\/span><\/div>\n
                  and<\/span><\/div>\n
                  institution<\/span><\/div>\n
                  Must become increasingly clear as USI grows.<\/span><\/div>\n

                  Protecting the institution from political capture<\/span><\/h2>\n
                  USI is concerned with democratic participation and public accountability.<\/span><\/div>\n
                  It will inevitably operate in a political environment.<\/span><\/div>\n
                  That does not mean it should become a political party.<\/span><\/div>\n
                  USI should be able to report critically on governments regardless of which party is in power.<\/span><\/div>\n
                  It should be able to document wrongdoing by supporters and opponents of the same political position.<\/span><\/div>\n
                  It should not require Fellows to support a political party or candidate.<\/span><\/div>\n
                  The organization should make a clear distinction between:<\/span><\/div>\n
                  USI\u2019s democratic values<\/span><\/div>\n
                  and<\/span><\/div>\n
                  partisan political allegiance.<\/span><\/div>\n
                  The former can define the institution.<\/span><\/div>\n
                  The latter should not determine membership or journalistic standing.<\/span><\/div>\n

                  Institutional independence and press freedom<\/span><\/h2>\n
                  USI\u2019s commitment to epistemic freedom must extend beyond its own network.<\/span><\/div>\n
                  The organization should defend the legitimate journalistic rights of journalists even when their editorial positions differ from USI\u2019s.<\/span><\/div>\n
                  This is not merely generosity.<\/span><\/div>\n
                  It is a logical consequence of believing in press freedom.<\/span><\/div>\n
                  A democratic media institution cannot reasonably demand freedom for itself while denying legitimate journalistic freedom to others.<\/span><\/div>\n
                  USI\u2019s institutional standard should therefore be:<\/span><\/div>\n
                  Protect press freedom even when we disagree with the journalism being protected.<\/span><\/div>\n

                  An institution that belongs to the public<\/span><\/h2>\n
                  The ultimate test of USI\u2019s organizational model will not be how impressive its founding manifesto sounds.<\/span><\/div>\n
                  It will be whether the institution can demonstrate:<\/span><\/div>\n
                    \n
                  • transparent governance;<\/span><\/li>\n
                  • responsible financial management;<\/span><\/li>\n
                  • editorial independence;<\/span><\/li>\n
                  • leadership succession;<\/span><\/li>\n
                  • protection of Fellows;<\/span><\/li>\n
                  • accountability;<\/span><\/li>\n
                  • institutional memory;<\/span><\/li>\n
                  • and public trust.<\/span><\/li>\n<\/ul>\n
                    With time, the organization should step out from the founder\u2019s shadow.<\/span><\/div>\n
                    It should become larger than its website.<\/span><\/div>\n
                    It should become larger than its first generation of Fellows.<\/span><\/div>\n
                    It should transform into a public institution with the strength to renew itself time and again.<\/span><\/div>\n
                    That is the institutional ambition of USI:<\/span><\/div>\n
                    Not to build an organization around a founder, but to build an institution capable of carrying a democratic idea beyond its founder.<\/span><\/div>\n
