1. The purpose of the USI Editorial Charter<\/p>\n<\/div>\n

This Charter establishes the principles by which USI and Nanak Media Fellows should approach journalism.<\/span><\/div>\n
Its purpose is to protect:<\/span><\/div>\n
    \n
  • accuracy;<\/span><\/li>\n
  • independence;<\/span><\/li>\n
  • fairness;<\/span><\/li>\n
  • evidence;<\/span><\/li>\n
  • source safety;<\/span><\/li>\n
  • public accountability;<\/span><\/li>\n
  • editorial integrity;<\/span><\/li>\n
  • and the credibility of the public record.<\/span><\/li>\n<\/ul>\n
    The Charter should apply regardless of whether the subject of reporting is:<\/span><\/div>\n
      \n
    • a government;<\/span><\/li>\n
    • political party;<\/span><\/li>\n
    • corporation;<\/span><\/li>\n
    • religious institution;<\/span><\/li>\n
    • university;<\/span><\/li>\n
    • police department;<\/span><\/li>\n
    • court;<\/span><\/li>\n
    • social movement;<\/span><\/li>\n
    • community organization;<\/span><\/li>\n
    • public figure;<\/span><\/li>\n
    • or USI itself.<\/span><\/li>\n<\/ul>\n
      The same standards must apply whether USI agrees with the subject of a story or not.<\/span><\/div>\n

      2. Evidence before assertion<\/span><\/h2>\n
      The fundamental editorial principle is:<\/span><\/div>\n
      Evidence before assertion.<\/span><\/div>\n
      Every significant report should begin with the question:<\/span><\/div>\n
      What do we actually know?<\/span><\/div>\n
      The journalist should then ask:<\/span><\/div>\n
      How do we know it?<\/span><\/div>\n
      The answer may involve:<\/span><\/div>\n
        \n
      • direct observation;<\/span><\/li>\n
      • documents;<\/span><\/li>\n
      • photographs;<\/span><\/li>\n
      • video;<\/span><\/li>\n
      • audio;<\/span><\/li>\n
      • official records;<\/span><\/li>\n
      • public databases;<\/span><\/li>\n
      • eyewitness testimony;<\/span><\/li>\n
      • expert evidence;<\/span><\/li>\n
      • interviews;<\/span><\/li>\n
      • historical sources;<\/span><\/li>\n
      • or independent corroboration.<\/span><\/li>\n<\/ul>\n
        The source and strength of the evidence should be clear to the audience wherever practical.<\/span><\/div>\n

        3. Fact, testimony, allegation and opinion<\/span><\/h2>\n
        USI should clearly distinguish among different kinds of statements.<\/span><\/div>\n

        Fact<\/span><\/h3>\n
        A proposition supported by sufficient evidence to be presented as established.<\/span><\/div>\n

        Testimony<\/span><\/h3>\n
        An account given by a person describing what they experienced, observed, or believe happened.<\/span><\/div>\n

        Allegation<\/span><\/h3>\n
        A claim of wrongdoing or misconduct that has not yet been established.<\/span><\/div>\n

        Opinion<\/span><\/h3>\n
        A person’s judgment or viewpoint.<\/span><\/div>\n

        Interpretation<\/span><\/h3>\n
        An attempt to explain the meaning or significance of evidence.<\/span><\/div>\n

        Analysis<\/span><\/h3>\n
        A reasoned examination that draws connections among established facts, evidence and context.<\/span><\/div>\n

        Verified evidence<\/span><\/h3>\n
        Material that has undergone reasonable processes of authentication or corroboration.<\/span><\/div>\n
        These categories should not be blurred.<\/span><\/div>\n
        A report should not convert:<\/span><\/div>\n
        \u201cX alleges\u2026\u201d<\/span><\/div>\n
        into:<\/span><\/div>\n
        \u201cX did\u2026\u201d<\/span><\/div>\n
        without evidence establishing the latter.<\/span><\/div>\n

        4. Citizen testimony matters<\/span><\/h2>\n
        USI’s commitment to ordinary people’s voices means testimony is important.<\/span><\/div>\n
        Many events are witnessed first by people who have no institutional position.<\/span><\/div>\n
        A worker may witness an accident.<\/span><\/div>\n
        A resident may witness a demolition.<\/span><\/div>\n
        A student may record an incident.<\/span><\/div>\n
        A community member may possess documents that reveal an administrative decision.<\/span><\/div>\n
        These voices are often the heartbeat of the story.<\/span><\/div>\n
        Yet honoring testimony never means abandoning the need for verification.<\/span><\/div>\n
        The correct approach is:<\/span><\/div>\n
        Listen with open minds. Verify with unwavering respect.<\/span><\/div>\n
        The journalist should neither dismiss a person’s account because they are socially marginalized nor accept it uncritically because they are marginalized.<\/span><\/div>\n
        The same principle applies to powerful people.<\/span><\/div>\n
        Authority does not automatically establish truth.<\/span><\/div>\n

        5. Official statements are claims too<\/span><\/h2>\n
        Government institutions, police departments, corporations, and political organizations often possess access to information unavailable to ordinary citizens.<\/span><\/div>\n
        Their statements can therefore be important sources.<\/span><\/div>\n
        But an official statement is still a statement.<\/span><\/div>\n
        It should be attributed accurately and examined alongside other evidence.<\/span><\/div>\n
        USI should not automatically treat an official account as false.<\/span><\/div>\n
        Nor should it automatically treat it as true.<\/span><\/div>\n
        The question remains:<\/span><\/div>\n
        What does the available evidence establish?<\/span><\/div>\n

        6. The right of response<\/span><\/h2>\n
        Serious allegations should, wherever reasonably possible, be put to the relevant person or institution before publication.<\/span><\/div>\n
        The response should be represented fairly.<\/span><\/div>\n
        If the person declines to respond, the report may say so.<\/span><\/div>\n
        If the institution responds after publication, the response should be considered for inclusion or update where appropriate.<\/span><\/div>\n
        The objective is not to give every side identical weight.<\/span><\/div>\n
        The objective is to ensure that relevant evidence and significant responses are not omitted merely because they complicate the story.<\/span><\/div>\n

        7. Context<\/span><\/h2>\n
        A technically accurate statement can still mislead if presented without context.<\/span><\/div>\n
        USI therefore expects Fellows to ask:<\/span><\/div>\n
          \n
        • What happened before this?<\/span><\/li>\n
        • What happened afterward?<\/span><\/li>\n
        • What relevant information does the audience need?<\/span><\/li>\n
        • Is this an isolated event or part of a larger pattern?<\/span><\/li>\n
        • Are there competing explanations?<\/span><\/li>\n
        • Are there important limitations to the evidence?<\/span><\/li>\n<\/ul>\n
          Context is particularly important for:<\/span><\/div>\n
            \n
          • statistics;<\/span><\/li>\n
          • historical events;<\/span><\/li>\n
          • political claims;<\/span><\/li>\n
          • videos;<\/span><\/li>\n
          • photographs;<\/span><\/li>\n
          • quotations;<\/span><\/li>\n
          • and allegations of wrongdoing.<\/span><\/li>\n<\/ul>\n

            8. The danger of manipulated digital evidence<\/span><\/h2>\n
            The smartphone era creates extraordinary documentary possibilities.<\/span><\/div>\n
            It also creates new risks.<\/span><\/div>\n
            Images and videos can be:<\/span><\/div>\n
              \n
            • edited;<\/span><\/li>\n
            • cropped;<\/span><\/li>\n
            • miscaptioned;<\/span><\/li>\n
            • taken from another location;<\/span><\/li>\n
            • taken years earlier;<\/span><\/li>\n
            • digitally manipulated;<\/span><\/li>\n
            • selectively presented;<\/span><\/li>\n
            • or generated using artificial intelligence.<\/span><\/li>\n<\/ul>\n
              Fellows must therefore learn to ask:<\/span><\/div>\n
              Where did this file originate?<\/span><\/div>\n
              When was it created?<\/span><\/div>\n
              Who recorded it?<\/span><\/div>\n
              Can its location be established?<\/span><\/div>\n
              Is the sequence complete?<\/span><\/div>\n
              Has it appeared elsewhere?<\/span><\/div>\n
              Has anything been removed or altered?<\/span><\/div>\n
              The more extraordinary the claim, the greater the need for verification.<\/span><\/div>\n

              9. Complete footage and selective footage<\/span><\/h2>\n
              Short clips can be powerful.<\/span><\/div>\n
              They can also be misleading.<\/span><\/div>\n
              Whenever possible, Fellows should preserve the original recording.<\/span><\/div>\n
              The published clip should not create a false impression by removing essential context.<\/span><\/div>\n
              Where an edited extract is necessary, USI should retain the original file and explain that the published material is an excerpt.<\/span><\/div>\n
              This is especially important when documenting:<\/span><\/div>\n
                \n
              • protests;<\/span><\/li>\n
              • police encounters;<\/span><\/li>\n
              • political speeches;<\/span><\/li>\n
              • confrontations;<\/span><\/li>\n
              • arrests;<\/span><\/li>\n
              • public meetings;<\/span><\/li>\n
              • and allegations of misconduct.<\/span><\/li>\n<\/ul>\n

                10. Source protection<\/span><\/h2>\n
                Some sources face serious risks if identified.<\/span><\/div>\n
                USI should therefore develop responsible practices concerning:<\/span><\/div>\n
                  \n
                • confidential sources;<\/span><\/li>\n
                • consent;<\/span><\/li>\n
                • identity protection;<\/span><\/li>\n
                • minors;<\/span><\/li>\n
                • trauma survivors;<\/span><\/li>\n
                • victims of violence;<\/span><\/li>\n
                • vulnerable communities;<\/span><\/li>\n
                • whistleblowers;<\/span><\/li>\n
                • and people facing retaliation.<\/span><\/li>\n<\/ul>\n
                  But source protection should not become a license for anonymous unsupported accusations.<\/span><\/div>\n
                  Where a source must remain anonymous, the journalist should seek corroborating evidence wherever possible and explain the basis of the report.<\/span><\/div>\n
                  The responsibility is twofold:<\/span><\/div>\n
                  Protect the source. Protect the truth.<\/span><\/div>\n

                  11. Consent and dignity<\/span><\/h2>\n
                  The right to tell a story does not eliminate the responsibility to treat people with dignity.<\/span><\/div>\n
                  Fellows should consider:<\/span><\/div>\n
                    \n
                  • whether informed consent is possible;<\/span><\/li>\n
                  • whether publication could expose someone to danger;<\/span><\/li>\n
                  • whether a minor is involved;<\/span><\/li>\n
                  • whether an image is unnecessarily humiliating;<\/span><\/li>\n
                  • whether trauma is being exploited;<\/span><\/li>\n
                  • whether the person’s identity is genuinely necessary to the story.<\/span><\/li>\n<\/ul>\n
                    The public interest is paramount.<\/span><\/div>\n
                    So too is the dignity of every individual.<\/span><\/div>\n

                    12. Journalism involving children<\/span><\/h2>\n
                    Children require special protection.<\/span><\/div>\n
                    USI should develop stronger safeguards around:<\/span><\/div>\n
                      \n
                    • identification;<\/span><\/li>\n
                    • photographs;<\/span><\/li>\n
                    • interviews;<\/span><\/li>\n
                    • traumatic incidents;<\/span><\/li>\n
                    • sexual violence;<\/span><\/li>\n
                    • family disputes;<\/span><\/li>\n
                    • criminal allegations;<\/span><\/li>\n
                    • and sensitive personal information.<\/span><\/li>\n<\/ul>\n
                      The fact that material is technically obtainable does not automatically mean that publishing it is ethically justified.<\/span><\/div>\n

                      13. Corrections<\/span><\/h2>\n
                      No journalist is immune to error.<\/span><\/div>\n
                      A credible institution does not hide behind the illusion of perfection.<\/span><\/div>\n
                      It shows its true character in how it responds to mistakes.<\/span><\/div>\n
                      USI should establish a correction policy covering:<\/span><\/div>\n
                        \n
                      • factual errors;<\/span><\/li>\n
                      • misleading headlines;<\/span><\/li>\n
                      • incorrect names;<\/span><\/li>\n
                      • inaccurate dates;<\/span><\/li>\n
                      • misattributed quotations;<\/span><\/li>\n
                      • incorrect images;<\/span><\/li>\n
                      • translation errors;<\/span><\/li>\n
                      • and substantive reporting errors.<\/span><\/li>\n<\/ul>\n
                        Corrections should be visible enough that readers can understand what was wrong and what has been changed.<\/span><\/div>\n
                        The objective is not to protect the reputation of a publication.<\/span><\/div>\n
                        It is to protect the accuracy of the public record.<\/span><\/div>\n

                        14. Independence<\/span><\/h2>\n
                        Editorial independence means that journalists should not allow:<\/span><\/div>\n
                          \n
                        • political parties;<\/span><\/li>\n
                        • governments;<\/span><\/li>\n
                        • donors;<\/span><\/li>\n
                        • corporations;<\/span><\/li>\n
                        • advertisers;<\/span><\/li>\n
                        • religious organizations;<\/span><\/li>\n
                        • community leaders;<\/span><\/li>\n
                        • or USI leadership itself<\/span><\/li>\n<\/ul>\n
                          to dictate conclusions that evidence does not support.<\/span><\/div>\n
                          USI may have editorial priorities.<\/span><\/div>\n
                          It may choose to devote attention to communities or issues that receive insufficient coverage.<\/span><\/div>\n
                          That is an editorial decision.<\/span><\/div>\n
                          But an editorial priority must not become a predetermined conclusion.<\/span><\/div>\n
                          USI should therefore remain open to evidence that:<\/span><\/div>\n
                            \n
                          • confirms;<\/span><\/li>\n
                          • complicates;<\/span><\/li>\n
                          • or contradicts<\/span><\/li>\n<\/ul>\n
                            its expectations.<\/span><\/div>\n

                            15. USI must be willing to criticize itself<\/span><\/h2>\n
                            A genuine public-interest institution must permit reporting about its own failures.<\/span><\/div>\n
                            USI should not suppress legitimate criticism merely because it damages the organization’s image.<\/span><\/div>\n
                            If a Fellow reports misconduct within USI, the appropriate response should be:<\/span><\/div>\n
                            investigate the evidence.<\/span><\/div>\n
                            not:<\/span><\/div>\n
                            protect the institution’s reputation.<\/span><\/div>\n
                            Institutional credibility is strengthened when an organization demonstrates that it can correct itself.<\/span><\/div>\n

                            16. Journalism and activism<\/span><\/h2>\n
                            USI recognizes that journalists are human beings.<\/span><\/div>\n
                            A Fellow may have political opinions.<\/span><\/div>\n
                            A Fellow may participate in a social movement.<\/span><\/div>\n
                            A Fellow may advocate a cause.<\/span><\/div>\n
                            The existence of an opinion does not automatically disqualify someone from journalism.<\/span><\/div>\n
                            But journalism and advocacy must be distinguished.<\/span><\/div>\n
                            Where a Fellow’s personal or organizational involvement could reasonably affect the reader’s understanding of a report, that relationship should be disclosed.<\/span><\/div>\n
                            USI should also distinguish clearly between:<\/span><\/div>\n
                            News reporting<\/span><\/div>\n
                            Analysis<\/span><\/div>\n
                            Opinion<\/span><\/div>\n
                            Commentary<\/span><\/div>\n
                            Advocacy<\/span><\/div>\n
                            Campaigning<\/span><\/div>\n
                            The audience deserves to know what kind of communication it is reading or watching.<\/span><\/div>\n

                            17. No manufactured heroes or villains<\/span><\/h2>\n
                            People’s movements are part of public history.<\/span><\/div>\n
                            USI intends to document them.<\/span><\/div>\n
                            But documentation should not become myth-making.<\/span><\/div>\n
                            USI should not manufacture heroes.<\/span><\/div>\n
                            It should not manufacture villains.<\/span><\/div>\n
                            Individuals involved in a movement may act courageously in one situation and wrongly in another.<\/span><\/div>\n
                            Institutions may commit serious failures while also performing legitimate functions.<\/span><\/div>\n
                            Political opponents may sometimes make valid arguments.<\/span><\/div>\n
                            The journalist’s responsibility is not to simplify reality for ideological convenience.<\/span><\/div>\n
                            It is to capture reality in all its complexity and truth.<\/span><\/div>\n

                            18. Press freedom must be universal<\/span><\/h2>\n
                            USI’s commitment to epistemic freedom cannot apply only to people who agree with USI.<\/span><\/div>\n
                            The organization should support legitimate journalistic work even when it disagrees strongly with the journalist’s political or editorial position.<\/span><\/div>\n
                            A democratic media movement cannot consistently demand freedom for itself while denying that freedom to others.<\/span><\/div>\n
                            The principle is:<\/span><\/div>\n
                            Press freedom is strongest when it protects even journalism we dislike.<\/span><\/div>\n

                            19. Public interest and privacy<\/span><\/h2>\n
                            Public interest is not the same thing as public curiosity.<\/span><\/div>\n
                            A person’s private life does not automatically become legitimate journalistic material merely because it attracts attention.<\/span><\/div>\n
                            Fellows should ask:<\/span><\/div>\n
                            Does publication serve a genuine public interest?<\/span><\/div>\n
                            If not, publication may be unnecessary.<\/span><\/div>\n
                            This distinction is especially important when dealing with:<\/span><\/div>\n
                              \n
                            • personal addresses;<\/span><\/li>\n
                            • private communications;<\/span><\/li>\n
                            • family members;<\/span><\/li>\n
                            • children;<\/span><\/li>\n
                            • medical information;<\/span><\/li>\n
                            • sexual matters;<\/span><\/li>\n
                            • financial information;<\/span><\/li>\n
                            • and vulnerable individuals.<\/span><\/li>\n<\/ul>\n

                              20. The USI publication test<\/span><\/h2>\n
                              Before publishing a significant story, a Fellow should be able to answer:<\/span><\/div>\n

                              What happened?<\/span><\/h3>\n
                              State the claim clearly.<\/span><\/div>\n

                              What evidence do we have?<\/span><\/h3>\n
                              Identify the supporting material.<\/span><\/div>\n

                              How was the evidence verified?<\/span><\/h3>\n
                              Explain the verification process.<\/span><\/div>\n

                              Who is making the claim?<\/span><\/h3>\n
                              Attribute testimony and allegations.<\/span><\/div>\n

                              What does the other side say?<\/span><\/h3>\n
                              Seek relevant responses.<\/span><\/div>\n

                              What remains uncertain?<\/span><\/h3>\n
                              Tell the audience.<\/span><\/div>\n

                              What context is necessary?<\/span><\/h3>\n
                              Provide the information needed for fair understanding.<\/span><\/div>\n

                              Could publication cause unnecessary harm?<\/span><\/h3>\n
                              Consider privacy, safety and dignity.<\/span><\/div>\n

                              Is there a conflict of interest?<\/span><\/h3>\n
                              Disclose it where relevant.<\/span><\/div>\n

                              Is the headline accurate?<\/span><\/h3>\n
                              Do not exaggerate beyond the evidence.<\/span><\/div>\n

                              21. The audience is not passive<\/span><\/h2>\n
                              USI’s model treats the audience as part of the knowledge process.<\/span><\/div>\n
                              Readers and viewers should be able to:<\/span><\/div>\n
                                \n
                              • question reports;<\/span><\/li>\n
                              • provide evidence;<\/span><\/li>\n
                              • identify errors;<\/span><\/li>\n
                              • challenge interpretations;<\/span><\/li>\n
                              • contribute documents;<\/span><\/li>\n
                              • suggest investigations;<\/span><\/li>\n
                              • and request corrections.<\/span><\/li>\n<\/ul>\n
                                The public record should therefore be open to scrutiny.<\/span><\/div>\n
                                The relationship is not:<\/span><\/div>\n
                                USI speaks \u2192 audience believes.<\/span><\/div>\n
                                It should be:<\/span><\/div>\n
                                USI documents \u2192 audience examines \u2192 evidence is challenged \u2192 knowledge improves.<\/span><\/div>\n

                                22. The ultimate principle<\/span><\/h2>\n
                                USI is founded on the belief that people have a right to tell their own stories.<\/span><\/div>\n
                                But the right to tell a story carries responsibility.<\/span><\/div>\n
                                The responsibility is to:<\/span><\/div>\n
                                listen carefully.<\/span><\/div>\n
                                document faithfully.<\/span><\/div>\n
                                verify rigorously.<\/span><\/div>\n
                                attribute honestly.<\/span><\/div>\n
                                protect vulnerable people.<\/span><\/div>\n
                                correct mistakes.<\/span><\/div>\n
                                disclose conflicts.<\/span><\/div>\n
                                question authority.<\/span><\/div>\n
                                question ourselves.<\/span><\/div>\n
                                And above all:<\/span><\/div>\n
                                Do not ask the public to believe us when we can show them the evidence.<\/span><\/div>\n
                                That is the standard by which USI should seek to earn public trust.<\/span><\/div>\n
                                The ultimate ambition is not to create another institution that speaks for the people.<\/span><\/div>\n
                                It is to help build a democratic communication system where people can speak, listen, document, question, verify, remember, and truly connect with one another.<\/span><\/div>\n
                                That is the foundation of Nanak Media.<\/span><\/div>\n
                                That is the meaning of epistemic freedom.<\/span><\/div>\n
