WHAT CAN BE REPORTED?<\/strong><\/span><\/p>\n

A complaint may concern:<\/span><\/p>\n

    \n
  • a factual error;<\/span><\/li>\n
  • inaccurate or misleading information;<\/span><\/li>\n
  • missing material context;<\/span><\/li>\n
  • incorrect identification of a person, organization or location;<\/span><\/li>\n
  • failure to distinguish an allegation from an established fact;<\/span><\/li>\n
  • inadequate opportunity for a substantive right of reply;<\/span><\/li>\n
  • misrepresentation of a person’s words or position;<\/span><\/li>\n
  • material problems with translation or transcription;<\/span><\/li>\n
  • use of manipulated, miscaptioned or inadequately verified digital evidence;<\/span><\/li>\n
  • a significant editorial or ethical concern;<\/span><\/li>\n
  • a conflict of interest that was not disclosed;<\/span><\/li>\n
  • an important correction that has not been made.<\/span><\/li>\n<\/ul>\n

    Complaints about disagreement with an article’s conclusion, political viewpoint or editorial judgment may also be submitted, but disagreement alone does not establish an error.<\/span><\/p>\n

    HOW TO MAKE A COMPLAINT<\/strong><\/span><\/p>\n

    USI will publish a dedicated Editorial Complaints & Corrections<\/strong> contact method on this website.<\/span><\/p>\n

    Where possible, a complaint should include:<\/span><\/p>\n

      \n
    1. the URL or title of the material concerned;<\/span><\/li>\n
    2. the date of publication;<\/span><\/li>\n
    3. the specific statement, image, video or passage being challenged;<\/span><\/li>\n
    4. what the complainant believes is inaccurate or unfair;<\/span><\/li>\n
    5. evidence supporting the complaint;<\/span><\/li>\n
    6. the correction or clarification being requested;<\/span><\/li>\n
    7. the complainant’s name and a contact method.<\/span><\/li>\n<\/ol>\n

      Complaints may be submitted in English or, where practicable, in the language in which the relevant material was published.<\/span><\/p>\n

      A complainant does not need to agree with USI’s politics or editorial philosophy to raise a complaint.<\/span><\/p>\n

      REVIEW<\/strong><\/span><\/p>\n

      A substantive complaint should be reviewed against the original reporting record, including where relevant:<\/span><\/p>\n

        \n
      • reporter notes;<\/span><\/li>\n
      • source communications;<\/span><\/li>\n
      • documents;<\/span><\/li>\n
      • recordings;<\/span><\/li>\n
      • photographs and video;<\/span><\/li>\n
      • published records;<\/span><\/li>\n
      • translations;<\/span><\/li>\n
      • editorial correspondence;<\/span><\/li>\n
      • the evidence available when the material was published.<\/span><\/li>\n<\/ul>\n

        The review should ask:<\/span><\/p>\n

        What did we publish?<\/strong><\/span><\/p>\n

        What evidence supported it at the time?<\/strong><\/span><\/p>\n

        Is the challenged statement factually accurate?<\/strong><\/span><\/p>\n

        Was relevant context omitted?<\/strong><\/span><\/p>\n

        Was an allegation clearly identified as an allegation?<\/strong><\/span><\/p>\n

        Was the affected person or institution given a reasonable opportunity to respond?<\/strong><\/span><\/p>\n

        Does the evidence now available require a correction, clarification or update?<\/strong><\/span><\/p>\n

        The fact that a complaint comes from a political party, government, corporation, activist group, donor, Fellow or private individual should neither strengthen nor weaken the standard of review.<\/span><\/p>\n

        POSSIBLE OUTCOMES<\/strong><\/span><\/p>\n

        A complaint may result in:<\/span><\/p>\n

        NO CHANGE<\/strong><\/span><\/p>\n

        The original material is adequately supported.<\/span><\/p>\n

        USI may explain the basis for retaining the published wording.<\/span><\/p>\n

        CLARIFICATION<\/strong><\/span><\/p>\n

        The material is substantially correct but could reasonably be misunderstood without additional explanation.<\/span><\/p>\n

        A clarification may be added to the article or associated material.<\/span><\/p>\n

        CORRECTION<\/strong><\/span><\/p>\n

        A factual error is confirmed.<\/span><\/p>\n

        USI will correct the error promptly and, where the error is material, identify what was corrected and when.<\/span><\/p>\n

        UPDATE<\/strong><\/span><\/p>\n

        New information becomes available after publication that materially changes or adds to the story.<\/span><\/p>\n

        The original reporting may be updated while preserving an appropriate record of the change.<\/span><\/p>\n

        RIGHT OF REPLY<\/strong><\/span><\/p>\n

        A person or institution directly affected by substantive reporting may provide a relevant response or correction.<\/span><\/p>\n

        Where appropriate, that response may be published with the original material or linked prominently from it.<\/span><\/p>\n

        REMOVAL OR UNPUBLISHING<\/strong><\/span><\/p>\n

        Removal should not be the routine response to criticism.<\/span><\/p>\n

        However, USI may consider removing or restricting access to material where there is a serious legal, ethical, safety, privacy or evidentiary reason to do so.<\/span><\/p>\n

        Where a material correction is required, silent deletion should generally be avoided when it would prevent readers from understanding what changed.<\/span><\/p>\n

        HOW CORRECTIONS WILL APPEAR<\/strong><\/span><\/p>\n

        For material factual errors, USI will not quietly alter the article and pretend the original version never existed.<\/span><\/p>\n

        Where appropriate, the corrected article should contain a visible correction note such as:<\/span><\/p>\n

        CORRECTION \u2014 [DATE]: An earlier version of this article incorrectly stated [brief description]. The article has been corrected to [correct information].<\/strong><\/span><\/p>\n

        The correction should be proportionate to the seriousness and prominence of the original error.<\/span><\/p>\n

        Minor spelling or formatting changes that do not alter meaning may be corrected without a formal correction note.<\/span><\/p>\n

        For significant corrections, USI should maintain a public Corrections Log<\/strong> recording:<\/span><\/p>\n

          \n
        • date;<\/span><\/li>\n
        • article or material concerned;<\/span><\/li>\n
        • nature of the error;<\/span><\/li>\n
        • correction made;<\/span><\/li>\n
        • date of correction.<\/span><\/li>\n<\/ul>\n

          RIGHT OF REPLY IS NOT A VETO<\/strong><\/span><\/p>\n

          A right of reply allows an affected person or institution to present relevant information.<\/span><\/p>\n

          It does not give that person or institution control over USI’s journalism.<\/span><\/p>\n

          USI may publish a response while maintaining the original reporting where the evidence continues to support it.<\/span><\/p>\n

          Likewise, USI will not suppress a legitimate correction merely because it is inconvenient to the publication.<\/span><\/p>\n

          APPEAL<\/strong><\/span><\/p>\n

          If a complainant believes that a complaint was not properly considered, they may request an internal editorial review.<\/span><\/p>\n

          The appeal should identify:<\/span><\/p>\n

            \n
          • the original complaint;<\/span><\/li>\n
          • USI’s response;<\/span><\/li>\n
          • the specific issue that remains unresolved;<\/span><\/li>\n
          • any additional evidence or reasoning.<\/span><\/li>\n<\/ul>\n

            Where USI has developed independent editorial standards or a public editor function, appeals should, where practicable, be reviewed by someone who was not responsible for the original editorial decision.<\/span><\/p>\n

            The person reviewing an appeal should not be the sole person responsible for deciding their own previous complaint.<\/span><\/p>\n

            BAD-FAITH OR ABUSIVE COMPLAINTS<\/strong><\/span><\/p>\n

            USI will not treat criticism as harassment merely because it is persistent, uncomfortable or politically hostile.<\/span><\/p>\n

            At the same time, USI may decline to engage with complaints that consist solely of threats, spam, personal abuse, discriminatory abuse, mass-generated duplicate submissions or demands to publish demonstrably false information.<\/span><\/p>\n

            Declining such a complaint does not prevent USI from correcting a genuine error discovered through it.<\/span><\/p>\n

            PROTECTING SOURCES AND PERSONAL INFORMATION<\/strong><\/span><\/p>\n

            A complaints process should not expose confidential sources or unnecessarily disclose personal information.<\/span><\/p>\n

            USI may therefore withhold information where disclosure would:<\/span><\/p>\n

              \n
            • identify a confidential source;<\/span><\/li>\n
            • create a credible safety risk;<\/span><\/li>\n
            • violate a person’s reasonable privacy;<\/span><\/li>\n
            • compromise an ongoing investigation;<\/span><\/li>\n
            • disclose legally protected information.<\/span><\/li>\n<\/ul>\n

              Where information cannot be disclosed, USI should explain the limitation where doing so is safe and appropriate.<\/span><\/p>\n

              PUBLIC ACCOUNTABILITY<\/strong><\/span><\/p>\n

              USI intends to maintain a public Corrections and Editorial Complaints Log<\/strong> as the institution continues to develop.<\/span><\/p>\n

              The purpose is not to make journalists afraid of making mistakes.<\/span><\/p>\n

              It is to make the institution capable of recognizing, correcting and learning from them.<\/span><\/p>\n

              A transparent correction is better than a hidden mistake.<\/span><\/p>\n

              A documented disagreement is better than an unexplained editorial decision.<\/span><\/p>\n

              A credible complaint should make journalism more careful, not more defensive.<\/span><\/p>\n

              OUR STANDARD<\/strong><\/span><\/p>\n

              USI therefore adopts the following principle:<\/span><\/p>\n

              If we are wrong, correct us.<\/strong><\/span><\/p>\n

              If we have misunderstood you, show us.<\/strong><\/span><\/p>\n

              If we have omitted important context, provide it.<\/strong><\/span><\/p>\n

              If we have stated an allegation as fact, challenge it.<\/strong><\/span><\/p>\n

              If our evidence is inadequate, tell us.<\/strong><\/span><\/p>\n

              And if, after review, the evidence still supports the published reporting:<\/span><\/p>\n

              We will explain why.<\/strong><\/span><\/p>\n

              Editorial independence does not mean being beyond criticism.<\/span><\/p>\n

              It means being independent enough to examine criticism honestly \u2014 including criticism of our own journalism.<\/span><\/p>\n
